A mandate set by decree

The Special services exercise a mandate of intelligence, analysis and support to presidential and national security, set by Decree D/2026/022/PRG/SGG of 11 February 2026. The detail of this legal foundation is presented on the Legal framework page.

General missions

Under Article 29 of the decree, the Special services are responsible for:

• gathering information and intelligence concerning the security of the President of the Republic and national security;
• analyzing, processing and synthesizing intelligence in order to inform the authorities’ decision-making;
• decrypting coded messages from national or foreign entities when they are of interest to presidential or national security;
• reporting directly to the President of the Republic on the intelligence gathered and analyzed.

Areas of intelligence and security

The scope of action covers the security, political, religious, social, economic, financial, mining and narcotics domains.

It includes the prevention of, and participation in the fight against:

• threats of destabilization against the institutions;
• radicalized groups and organized banditry;
• terrorism;
• cybercrime;
• trafficking in human beings and the smuggling of migrants;
• organ trafficking;
• illicit trafficking in arms and explosives;
• money laundering and certain offences against the national economy;
• drug trafficking and trafficking in counterfeit medicines.
