Oversight and recourse

The action of the Special services is subject to several forms of oversight, and provides avenues of recourse for citizens who consider themselves affected by it.

Oversight by the constitutional authorities

The institution accounts for its action to the Republic’s constitutional authorities, under the conditions set by the texts in force.

Judicial oversight

Like any administration, the Special services are subject to the oversight of the competent courts under ordinary law conditions, in particular with regard to the legality of their acts and the protection of individuals’ rights.

Avenues of recourse for citizens

Anyone who considers themselves affected by the institution’s action, in particular with regard to the protection of their personal data, may assert their rights according to the arrangements described on the Your rights page.

A recognized area for improvement

To date, there is no independent oversight authority in Guinea dedicated specifically to intelligence activities, distinct from the ordinary constitutional and judicial oversight mechanisms. The Special services acknowledge that this is an area for improvement in the national institutional framework, pending in particular the adoption of a framework law on intelligence, discussed on the Legal framework page.
